Actually 17a is Out of Fashion and 5d is Housey Housey

(this is Toughie 14 from 23rd September last year!!)

the clues are:

17a One�s charged to follow builder of dyke into unsettled South Square (3-2-7) - OFFA's dyke is in the middle of an anagram of SOUTH and followed by an ION (charge)

5d I�ve won twice, so stop restricting exercise (6-6)
