If you're still a student at Uni next year and this is your summer break then you can't get job seekers allowance. Student loan? Career development loan? Interest free overdraft on student account?
It's not glamorous, but there should be waitressing/bar work about, particularly as it gets warmer (I realise you may have your sights set higher than this). At the moment, there is just a severe lack of jobs and temp agencies don't have as much to offer as companies are cutting back so not employing temps.
Try your uni careers office. They usually have part-time jobs as well as graduate jobs and sometimes there are admin jobs/casual work available at uni over the summer. My Uni did loads of conferences and stuff and they had to be staffed. Also our halls were rented out during the summer and one of my friends worked in the office for that and as a housekeeper (again, not very glamorous!). If you know any one who already has a casual job, get them to ask at work about vacancies. Ask them how/where they got their job. If a lot of the students will be going home for summer and they have part-time jobs, they won't be doing them over the summer, so maybe you could pick one of those up (again, not sure where you are so not sure if this will make a difference or not).
Just persevere, keep your eyes open, small places often just advertise for staff in their shop/restaurant/bar window. Be prepared to do any job (as long as it's safe, obviously!), I mean like waitressing, shop work, housekeeping (room cleaning in hotels. I did it in sixth form, really easy job) etc. etc. Just think that it will look good on your C. V. that you got yourself a job to support yourself during your studies.
Good luck!

I agree with yecats about the New Scientist mags, JM., and if no job materialises from that, at least you'll have some interesting reading in the meantime.
I really don't know about JSA. Best to go to the Job Centre and enquire about any entitlements.
I know someone who got a job at Currys in between her studies. That paid enough for her bedsit, and there's always bar work, waitressing or possible temporary civillian office work at police stations. Local hospitals may also have temp vacancies. They usually have notice boards up with any jobs going.
