Novalis was the pen name of Friedrich von Hardenberg ( an early German Romantic poet and novelist ) and he took it from de Novali, a name which his family had prexiously used. The stress is on the first syllable and the V is sounded as V because of its origin rather than F which is the normal pronunciation for the German V. I very much enjoyed his "Hymnen an die Nacht"/"Hymns to the NIght" when I was doing my degree ( more years ago thatn I care to remember).
