15A: Al is one? Yes and No! (7) E _ E _ _ _ T. I think the answer is ELEMENT; I can understand the "Al is one?" but can't understand the "Yes and No!

16D: Create aid somehow from scratch (9) _ _ A _ I _ A _ E . I think the answer is ERADICATE [which is an anagram of "Create aid"] but I don't understand how eradicate means "from scratch".

Corrections or explanations appreciated.

15a - Al is an element (yes) but is not no 1 in the periodic table (no). I have a question of my own - it's my final clue 3d: Favourite non-league soccer match, short of parking. I have C?T?E. I know nothing about football and can only come up with CU(P)TIE, but I'm not convinced. Any help would be much appreciated. Thanks.
