I'm not sure if this puzzle really worked for me. The quotation was incomplete and the title a bit weak.
Maybe I'm just having an off day and no doubt others will have an opinion.

The only connection I could see between title and puzzle was the idea that the various bits of the speech perhaps needed to be TAPED together as it were. Weak and possibly entirely wrong, but it's all I came up with. (I didn't spend long soul-searching over it, however!)

I think it all 'relates' to the fifth line of the quote; the title relates to the penultimate word and the 'theme' is 1A plus the last word in the same line.

I'm with K on this in that it wasn't very satisfying, the tittle is a bit weak and I wasn't entirely happy about some clues - but that might be me lack of understanding on my part as it's easy to pick holes - less easy to compile.

Also I didn't make clear that it could be argued that if 1A is considered in relation to the title there is also a connection to last word in line 5 of the quote and in conjunction with why these lights were selected and in this way. Possibly the title is a little more subtle than first meets the eye.

Well, perhaps it's me being thick but to select what seem to be random words from one of the greatest speeches in his cannon and try to 'link' them with the word 'tape' is little short of criminal. I could hardly be bothered to finish the puzzle.

Just got around to looking at this puzzle. Quick to complete but rather strange. I agree with others that the theme relates to the last two words of the 5th line of the quote. A good excuse, however, to read and re-read the quotation. Quite sobering for a Sunday evening.
