They may not move fast but they need their freedom to roam within the confined limits of a garden. Different weather conditions make them head for different places - shade, shelter, sun, etc. - and they enjoy foraging for food (usually taking nibbles out of the best strawberries!).
I would also check with your vet as to whether or not it is legal to drill a hole in the shell and discover if this would harm the animal.
