I think it is easiest to ignore the 'additional information' part of the last sentence - all it is telling you is that the subsidiary indication in each clue is to the full (i.e. in some cases unSIGNed) answer. But that's what you'd expect anyway!

On a completely different note - and as you like a flutter - have you seen the Hill Jumps competition being run in conjunction with the Daily Mirror/Daily Record. £2 per entry with a top prize of £100,000. Entries must be made by midday on 27th November and it runs to the last day of the Cheltenham Festival.
"additional information (refers) to the full answer before entry" actually means that some full answers are indicated as hyphenated eg 4 down (which is actually 4-6)
