Think the L is right as the clue is a Citizen of the US state known as the Keystone State PENNSLYVANIAN
Your L and Y are transposed.
..so does that mean there is a Y in 13a pls?
I don't know, I haven't got the crossword but PennsYLvanian is the correct spelling.
