Is what I'd say....
GUARD (PROTECT) HOUSE (S OF PARLIAMENT)
Military police/guardhouse and Members of parliament guard house/protect chamber.

The guardhouse clue was confusing me because I was shortsightedly seeing MPs as those corrupt denizens of Westminster rather than Military Police.
