What does exist is a system called DACS, where the copper pair from the exchange to (typically) the pole is shared, but with electronic trickery both parties can use it at the same time. The line rental is the same for a DACS or 'normal' line.
Incidentally, if you have broadband on your line, it can't be a DACS type.
