Pet Cat skin/whisker problem

Our 11yr old cat has developed a black(ish),bumpy/rough scaling at the base of her whiskers.At times,if we examine the area,blackened 'scales' fall off leaving a pinky-red clear area.She doesn't seem too bothered by it,but it doesn't seem to be clearing-does anybody know what it might be?Is there anything we can do to treat it at home?
