Gaps under skirting boards

Home has recently been flooded by a broken stop tap. I am now drying out with dehumidifers, fans etc. the floors are concrete. All skirting boards have a gap under them from the floor. As I put the house back together again -
would it be adviseable to seal this gap or is it there for a reason?

Depends on the age of the house, eileen. In the days of damp floors and no damp-proof course, it was always good practice to keep the boards out of contact with a (possibly) damp floor.
Not strictly necessary today, except that some people like it because they can tuck the carpet in under. Right now, it's helping to dry things out by letting air get to it.
No big deal either way :o)))
If you really want to cover (not actually seal) the gap between skirting board and floor, eileen, you could try nailing quarter-round (wooden) beading strip to the skirting boards.
