Apparently (I heard) it means the public give consent to do whatever they need to do in order to police the country! IMO I wish they would ask what the general public really want and then take their consent to do it.
It means that generally the people accept that the police have the right to enforce the law, therefore they shouldn't need the backing of the armed forces in order to do their job.
What happens if you don't have policing by consent is anarchy; refer to the news channels to see anarchy in action.
