The following question is in the general knowledge section of a quiz I'm doing. I have searched around and can't come up with an answer that fits. Every answer seems to point along the lines to the name of a person. Can anyone out there give me a clue to where I should be looking, any help very much appreciated, Thanx in advance.

Capitals suggest an acronym - Chambers only gives British Library Automated Information Service.
Not sure about the spelling but blaes has long been used as part of the foundation of roads. It's the waste by-product left over after extracting paraffin from shale. Heaped in massive mounds known as bings in and around West Lothian, probably other places too.
