I would say 1) is 1. 40 + 40 is 80 x 0 = 0. 0 + 1 = 1.

First one is 41. The rules of BIDMAS/BODMAS say you do multiplcation before additions so it can be written as:
40 + (40x0)+1
=40+0+1
=41

What was the mnemonic for remembering the order of solving linear equations?
Brackets,
Multiplication;
Division
Addition
Subtraction.

As there are no brackets; to my mind the multiplication of 40x0 is first, which equals 0, therefore the answer is 41.

The second one is 0 if it's a trick question as the wall has already been built.

If the questioner means "an identical wall using identical equipment and working at an identical rate" then I'd say the first wall took 14 manhours, so it would take 3 men 14/3 hours= 4.66666.. hours = 4 hours 40 minutes

But did this include tea breaks and would the health and safety rules allow only 3 men to work on site?

terms inside parentheses or brackets
exponents and roots
multiplication and division - as they appear left to right
addition and subtraction - as they appear left to right

Unless there is some reason to do otherwise, the expression 40+40x0+1 should be evaluated as
40 + 0 + 1 because we dealt with the multiplication (40 x 0 = 0) first
then, making thee two additons 40 + 0 + 1 = 41.
