Two which are driving me nuts:

Role model for the sailor who was off course (9,7)

Salt Herring for the lord Provost (7,10)

Both have something to do with places in UK.Any hints would be most appreciated so I can concentrate on others.

I think but not absolutely sure that both answers refer to towns or cities in Scotland
