Like you I've got everything except for the dressed-up dogs ... isn't it infuriating!
I think it's pertinent that their clothes are too big for them, but that's as far as I've got. Anyone got any ideas - can't believe that we are all stumped by this?!
Ive just been going over my answers, have 50 without the dogs, but they must be a clue... But I did have marys queen of shops for the pink wig and have realised this wasn't on in 2011, could it be lazytown? What do others think. I like the idea that the torch could be for Merlin, hadn't thought on that angle

@docusdoo: The X-Factor isn't there (the searchlights are part of The Comic Strip: SEARCH for Tony Blair). Also, as previously mentioned, QI is disputed (certainly by me) and Merlin.
Also there were a number of courtroom dramas last year ("The Jury", "Law & Order:UK" etc.), but surely the most appropriate for the clue must be the one called simply "Justice".
Were is "Bang Goes the Theory"? - Is that the yellow flash. I can't find a reference to a programme called the Smallest Dogs in the World.

the statue of Justice comes up in the title square of The Jury
I think the yellow flash may be Bang goes the theory, there are words just under the flash, but undicipherable? Does the gold shield just above Paxman mean anything? The dogs are Chinese Crested, dressed up in bling! but this hasn't helped me any more
The Fibonnaci spiral was featured heavily in "The Code" - see http://www.bbc.co.uk/tv/features/code/ More relevant than part of the set of a programme that's been on for 10 years I think.
Just found a description of "Super Tiny Animals" mentioned earlier...
"We also meet a rather extraordinary woman, Grandma Sandra Ponder who, as well as taking in sick and abandoned Chihuahuas, has a secret sideline designing blingy dog dresses".
Closest match I've seen so I'm going with that. I'm still dubious about "Bang Goes the Theory". Cutoff day today anyway, answers on Friday.
