Number 5 is an awkward one in that there could be several answers . Based on traditional counties , the county town of Lancashire would be Lancaster not Manchester .
If I had to take a guess I would say that Tavistock is the odd one out - the reason being that they all have rivers flowing through them but Tavistock is the only one that is named after the river which flows through it - the river Tavy .
Further to my previous answer , based on modern counties Manchester is the administrative centre of Greater Manchester , so Vicasso's interpretation may well be correct . Both versions have Tavistock as the odd one out .
