the reason is an MP in the house of commons reckoned it was 60 percent.
I was watching it on the news, though i only caught a moment of the piece, but i think he was talking to Michael Gove.

perhaps the point is this MP, a former economics teacher made a fool of himself, and in the worse possible way in Parliament, i reckon that Michael Gove should give him a rap over the knuckles.
They ALL make fools of themselves in Parliament.
