24a seen as 'tinderbox'

Aagh! Prior! But tinderbox - I see the construction, but I don't understand the reference to "vulnerable place".
'Tinderbox' can apply to, say, an area of a country that is known for sudden outbreaks of rebellion. 'The president said that the eastern mountains was a tinderbox, just waiting to burst into flames.' So that's a vulnerable place.
tinderbox - person, thing or situation that is potentially explosive.
