However, I suspect they might be looking for SCIENCRY. That's an anagram (ie 'innovative' version of) 'scenic' plus 'ry', the standard crossword abbreviation for 'railway'. This might have meant a 'skilled craft' - as in 'science' - in olden times.
(I have to say, however, that The Oxford English Dictionary does not list that word, though it does appear on various web-pages. Could that be it?
