Why have a Crucifixion Scene Tattoo on back?

I'm trying to solve the following question:
“Why did a number of people have a crucifixion scene tattooed on
their bodies when many of them held no particular religious beliefs?”
I'm thinking, it's because these people were sailors who had the tattoos drawn on their backs, so that if they were ordered to be punished by having ten lashes of a whip or similar, the person having to do the punishment would be afraid to carry it out because of the Christian symbol displayed on his back.
Am I on the right track?
