I think I would go with ZION. There's a link below with several Bible reference to Zion. Not 100% sure though.

If they are suggesting by the use of ???? that it's 4 letters I'd go for ZIOn. Otherwise I'd go for Bethlehem.
Why not put Bethlehem (also known as Zion)

If you google City of David you will come up with Jerusalem over and over again> Jerusalem is also known as Zion.

Oh dear started out wondering which of two and now i have three Zion Bethlehem and Jerusalem. My??? were not in the quiz so could be any number of letters thanks all for taking the time but am even more confused now ha ha ha ha !!!
