One would think that an emergency meeting of the UN would have been called.

Because Hague knows what a faff it is to get the UN moving, seems the obvious answer. No idea why Canada gets involved though, unless it is she thinks the threat to the North American mainland is credible though nobody else does. Maybe there's an election in prospect in Canada.

Is it a meeting specifically called to address concerns about North Korea? I had read it as being part of the usual programme of meetings of the G8 foreign minister, at which the issue with NK has been propelled to the top of the agenda...

If the gathering is in Houses of Westminster, then yes it is the cheapest in London due to the subsidy, but it is known for fighting to break out at times.
