Really stuck on this-

The 1960s Plowden Report, headed by a former chairman of the Atomic Energy Authority, recommended changes in the structure and aims of which British industry?

plowden (lady) wrote a lot on education

This would be somewhere to start, mind you I never considered education to be an industry.  Can't thnkl of any other answer though.

The Plowden Report was produced by a committee chaired by Lady Brdiget Plowman and was entitled Children and their Primary Schools. She seems to have done many things- on the board of Trust House Forte and chair of the IBA but nothing to do with the Atomic Energy Authority. ANyone know differently?

I'm fairly certain that Lady P was Chairman of the Independent Television Authority (ITA) which regulated ITV.I'm also pretty sure that an ITA report led to the re-drawing of the ITV franchise areas in ?1974.A Google search might confirm this.

Sleuth - the Plowden Report referred to in the question is definitely in the 1960s.  Look beyond the power lines!
