reported what to do to the internet slave?  S?RF

i know this question has been answered earlier, but could someone please explain why it is serf and not surf?

 Serf is a slave.Don't know where the internet figures, though.

It is SERF rather than SURF as the reported part of the clue is "what to do to the internet" and the actual answer required is slave. If it was SURF it would be reported "slave" and then what was needed for the actual answer. Hope this makes sense.
