the bottom letters are the first and last letters of a country (Italy, Kenya, spain and japan), the top letters are the middle letters of the country. the middle letter is the initial of the capital city (Rome, Nairobi, Madrid Tokyo)

if you substitute the letters for their position in the alphabet, the the top number minus the bottom number equals the middle number:

cf (36) minus bg (27) equals I (9)

gb (72) minus fd (64) equals h (8)

ah (18) minus ae (15) equals c (3)

ie (95) minus ic (93) equals b (2)
