White Flashing Comets On Screen

I've bought a Toshiba combi recorder (Harddrive, DVD and Video player) to transfer home videos to DVD. The video tapes are 20+ years old. It's working a treat EXCEPT when I play the video tapes there are small, white, horizontal lines flashing on the screen. They look a bit like small comets. I've been told this might happen because I'm watching a video tape on a 42" telly. Unsurprisingly, the white flashes also appear on the DVD after the transfer process. Any advice on how to get rid of them?
