Plastered across the text is a message on a sticker which starts: Aviso de insuficiencia de franqueo... Which I take to mean there wasn't the right stamp on it.
Why couldn't they have put this on the picture side instead of over the writing?

Yup, I suppose it is. The picture was of the running of the bulls in Pamplona. Maybe whoever applied the sticker was an aficionado of the corrida. :-(
