With regards to note design, the design team come up with a list of historical characters.  The historical figure has to have made an indisputable contribution to British history and provide suitable pictorial material for the BoE's design team.  Each charachter has to be researched at great length by the designer.  The final choice of figures is made by the Court of Directors, the Bank of England's Governing body.
�1 notes are still used up here in the backwaters, north of the border. I wish we'd do away with them. They're rubbish.
