looks like Costa Rican then, but I don't know why!

Aaaah! Thank you both! I don't know the ICA, not being familiar with London. Thank you. I'll now research ICA & Decatur. :-)
Does anyone know why COSTA RICAN is correct for 20a...where is it defined within the clue ?
20a.Co star + ica(gallery) + (Londo)n Costa Rican(National)

I can see that Danny but COSTA RICAN is not defined with the clue.
I thought that in cryptic clues, a definition needs to be present. Perhaps I have that wrong !
