Question About Pergola

Hi, my neighbour keeps building in his garden. He is now constructing a pergola half way down the garden using breeze blocks as pillars which are right up against the fence. I dont know how high this is going to be but its already 2 breeze blocks higher than my fence and hes out there mixing cement so my guess is it will be higher. I thought a pergola had to be constructed of wood. I have no idea of how high it will be when hes finished but its going to look unsightly from my side and as im hoping to sell in the next couple of years im worried this will put of potential buyers. I really didnt think you were allowed to build higher than the fence. Thank you
