He's explaining the mentality that's present in a number of socially retarded societies, ie if a woman doesn't dress 'modestly' she's basically a *** who's asking to be raped. It's pretty barbaric stuff by modern standards of civilisation, but there you go.
It's stuff you have to take into account if you ever go to any of these places.
