He ruled absolutely but had time to become a flier. (6,4) Answer has something to do with being in charge.

I have two possible answers at the moment but not happy with either, any clues (or the answer) would be appreciated.

Earlier posts on here have suggested that 'time' refers to a spell in prison and another slang term for that also means something that flies.  That gives you the second word.  If you go searching for those earlier posts, you will get the whole suggested answer.

Likewise Hen2, I've had a look and now have 3 options, still not totally convinced.
