23d. Executive, conducive (11). M?N?S?E?I?L. Must be ministerial, which is just about reasonable for 'executive' but I can find no reason to parse it with 'conducive'. Can you?

Must admit I'm struggling to put 'executive' with 'conducive'.

How sure are you of the 'N'?

I'd have thought 'Magisterial' perhaps fits better?

Thanks Calibax, I've never bought one of the 'posh' dictionaries that some crossword compilers refer to (perhaps I should!)
