Can anyone tell me at which point does the River Severn become the Bristol Channel?

As defined by the Navy Hydrographer, the River Severn extends down to the Second Severn Crossing and the Severn Estuary occupies the area between this bridge and a line from Lavernock Point (south of Cardiff) to Sand Point near Weston-super-Mare.
