I know someone who does not pay any income tax, if I inform H.M. Revenue & Customs what I know will they confirm this and take action or will they tell me
to mind my own business. ?

They will take the information and look into it - they will not tell you anything - you have no legal right to know what the outcome is.
Lots of people pay no income tax, if they earn less than a certain amount.

Does this person have a business, or a cash in hand job, or some other way of getting a large income?

I am sure the HMRC will look in to it, but if it is a small amount they may not bother pursuing it, they are probably swamped as they have some people who avoid paying any tax who earn millions.
They won't inform you of the outcome.
they only act on anonymous tips apparently

( having been dobbed in by concerned neighbours five times for benefit fraud - er I am not on benefits but a pensioner)

how do you know the circumstances of the person concerned?
Or you could mind your own business.
