Would they not have it on their conscience when hotel staff start getting laid off and they can't support their families because tourists are not holidaying there anymore.

A much greater loss to tourists is Tunisia. I had a smashing and very good value holiday there in about 1999, at the same resort that all the deaths occurred.
We went to see some wonderful Roman ruins and I found the people to be very friendly indeed.
