This has really got me stumped! It's the last clue in a local quiz in which the answers are, sound like or spelt like capital cities. The one remaining is

Departs

We know it isn't Quito, as this is the answer to another clue which is "Finish with a zero"

D is the middle letter
Therefore D parts the other letters
Shame there aren't capital cities D roles or D bits etc

Tokyo - good, but I'm thinking that a homophone should be plural (departS).
VaDuz - very cryptic; not sure that the setter is so cunning! But, in event of nothing more obvious coming up, it's definitely worth thinking about.
