Who are "39 Steps Up or Down"

What about One Direction? The enumeration is (3,9) and Steps Up or Down could be steps in a single direction.

39 steps was obviouslya film but I can't see where that takes us.
Level 42 came to mind straight away but I can't explain it at all.
Can you give an example of another clue and answer please?

I'm sure I've seen a similar clue without the 39 in it, but given teh answer is 3,9 maybe it is part of teh clue

Thanks everyone, I think that the clue itself must be incorrect. One Direction is not a bad answer but it doesn't have that feeling of certainty that you get when you get the correct answer.
