I don't know the name of the film but I saw a science fiction film starring Will Smith where they can read peoples'minds to see if they're thinking of committing a crime, then go and arrest them.

This one is more about the woman who some how is removed from what people see. She goes to places and kills people. I think she is paid to kill people.
