Isn't Hoy an island, not a town?
It's an island in the Orkneys.

I must say it was my first thought, Mally.
It was my first thought too, but then I thought Hoy is an island. I'm wondering if the main town there is also called Hoy though?

There isn't a town on Hoy. The main village is Longhope.
There's also the old man of Storr in Skye if anyone can come up with a relevant town....
There is also "Old Man of Coniston"
there is an Edward lear poem there was an old man of Dundee?
If villages are acceptable then Coniston would fit nicely. I don't go for the Dundee bit as the clue is in the present tense, 'lives'.
Are we definitely looking for a TOWN, or just a place in the UK?
Prince Charles wrote a children’s book - The Old Man of Lochnagar ... not a town, but a mountain in the Cairngorms.

Or Norwich perhaps.

Presumably he lives there now, and must be pretty old.
