Sunday Post cryptic.16 Across. Highlander's tax. 4 letters ?C?T. I assume it is Scot, but what has it to do with Tax. Can someone explain please? Thanks.

A Scot is/was a tax.
Scot is an old word for tax (as in the phrase scot-free).
It’s an old word for tax! It’s that complicated!
