Tim Moorey, the setter, invites solvers to find two of the Across clues which could represent HOUSES OF PARLIAMENT (his capital letters). Does anyone have a notion as what Tim is getting at here? Many thanks in advance for your advice / answers.

Thanks Dannyk13. These are the Across cluse answers : Shameful, Splash, Op Art, Stalement, Let, Natalities, Pungent, Sunless, Rot,
Raw-Data, Abetter, Operations, Dan, China Rose, Annum, Obtuse, Streamer. I'm thinking that if Tim is being drole the answer could equally well be 'Shameful Stalemate' or 'Obtuse Operations'. Or even 'Let Rot'.
I think it might be shameful stalemate referring to the Brexit negotiations.
