Gromit - your link shows an image of the gentleman in question, but does not offer context or background to the issue - do you have another link explaining the police position on this?
If you read between the lines Gromit, the police have not said that mocking this gentleman's hairstyle will lead to prosecution, but that malicious remarks may do so, which is fair enough, because that is against the law.
I seem to recall quite recently a police force became the object of ridicule because they stated they couldn't post a picure/mugshot of an extremely dangerous fugutive who must not be approached if seen because 'to publish a photo would contravene his human rights or data protection Act or something equally bizarre.
'If you see this man tell us but we can't show you a picture of him because we break the law'
