29a looks like MARTHA - as in Martha Washington, maybe (Transport = TRAM backwards)

It could be that the chief exec of (I think) all of the States is the governor; plus, 'the governor' is a slang expression for your father, hence Pa; plus, Pa is the abbreviation for Pennsylvania and hence it was named when any State would have done.
