Can I Get An American Passport?

I am trying to find out if I can apply for and get an American U.S Passport.
My Mother’s side of the family are American citizens (her Fathers side)
My maternal grandfather was American and my Mother was born in America and lived there for 8 years 1961-1969.
She has an American passport.
Based on my maternal grandfather being American and my Mother being American- would I be able to get an American passport?

Wouldn't you then have to pay tax to America? Apparantly they tax their citizens even if they are living abroad!
