If you Google those words it's takes you to a PDF document about a survey of hospitals from national archives, needs a bit more digging for confirmation but just wanted to share it incase people are just waiting on that one and can explore a bit more.
Was thinking it could also be New, it refers to the Meath board. I've my father in law on the case, he's a historian so I'll let you know if I hear back anything promising :)
Loz. I had allready saved that doc as a PDF and searched but found only 2 references to 1822 and none referred to national Hospitals board. Could find references to "national hospitals board " either. If youve found anything well done
ref calmk- yeah, found a few bridges erected in UK and Eire in 1822 including Holyhead wales, New London Bridge and Hillhead one in Scotland but none of thems quite fits the clue. There was New Hampshire bridge in USA but that were built much later and replaced a old 1822 river crossing.
Am still thinking the HB in the clue might be Holly Bough

Agreed- I think it'll be one that we'll all kick ourselves for or cringe at how corny or obscure or misleading it is.
Maybe the 1822 will turn out to be a date or a time or even 18th and 22 letters Q and V
