Non-Fruiting Plum Tree

I planted a Victoria Plum Tree sapling in February 2019. Well-set, watered and fertilised regularly, it has grown magnificently since then, displaying greater girth and increasingly dense, healthy-looking foliage during the passing seasons...

...But, after nearly three and a half years, not a single blossom, nor - of course - a single plum has yet appeared!

What am I doing wrong?

PS: the instructions proclaim: "Self-fertile"

Plum trees first fruit between 3 and 6 years, so no need to worry.
There's time yet, maybe ease off the fertilizer.
