Judicial reviews are extremely important and should be available to everyone who needs to challenge a decision made by the government or other public body. The system must be accountable and be seen to be accountable.
I would not want anyone to be deterred from applying for a judicial review because of costs and affordability but costs are allowed to be recouped and in this case I think it is reasonable to do so. Not just because Harry can afford it but because there was such little chance of his case being successful.
It would not be setting a precedent.

Further to Retrocop’s post (above) - the MET police explained why they should not provide police protection to Prince Harry in a Private Eye article (below).
Senior MET police officers have welcomed a court ruling that Prince Harry cannot pay for police protection while in the UK.
‘Traditionally the only private citizens allowed to pay for police protection are gangsters and criminals. That’s the way the MET has always worked.’ said a Detective Constable pocketing a suspicious brown envelope containing £45,000.
‘So unless Harry can show he is bringing £3m of cocaine and guns onto a deserted beach near Dover at 3am next Tuesday, I’m afraid we can’t help him.’
